This is a Secret Achievement.
Strategies
Simple
The player starts off by collecting about 60 coins. Then, once done, they pick off individual coins that are in shapes with horizontal edges. The top of an arrowhead, for example, consists of exactly one coin and is rather easy to grab alone.
It is also possible to get exactly 69 coins from a coin cluster with a bit of luck. Having a plan in mind before doing so increases the chances of success.
Gadget-assisted
Another strategy is to equip the gadgets Token Gift and Flying Pig. They collect the token and then collect small groups of coins up to or just below 19, and then pick up as many single coins dropped by a piggy as the remaining to collect the exact number.
